Ms. Twining has extensive experience in the federal IT & telecommunications infrastructure systems programs, shared-services, O & M, re-structuring and turn-around, Continuity of Operations and Continuity of Government, Critical Infrastructure Protection of telecommunications and networks, security, and information assurance. As a government executive she integrated COOP and disaster preparedness into policy and daily operating procedure. She developed and enhanced DR and COOP capabilities for government network operation and response centers. She has extensive skills as a Certified Project Manager in leading federal E-Government programs and Homeland Security initiatives, and she has a history of
understanding and maneuvering through federal acquisition and budgetary processes.
